Citizens Assemblies have been used in various situations and properly setup are an effective means of insuring that "Special Interests" of money and hereditary groups do not overide the interests of the nation and the rights of other citizens.
While directed at a specific solution (citizen initiatives) to the problems of Congress and the Majority the cusdi.org site lays out a good example of how an assembly might be set up.
